I believe they are talking in general. There are other seats that actually rear face up to 35 pounds then forward face in a 5 point harness up to 65, 70, or 80 pounds.
there is a mistake in this video, the seat shown only goes up to 40 lbs forward facing, not the 65-80 that they state. I own one identical to it.
